Once again students’ futures are on stake! we are still going to be silent?
INTRODUCTION
I DONT THINKS SO, WE NEED ANY INTRODUCTION FOR THIS TOPIC AS WHOLE INDIAN AND ESPECIALLY 23,33,297 NEET ASPIRANTS ARE WELL AWARE OF THE FACTS BUT STILLS LETS SHED THE LIGHT ON THE TOPIC AGAIN AND UNDERSTAN THE PROBLEM WITH ALTERNATIVE SOLUTIONS.
The National Eligibility cum Entrance Test (NEET) 2024, a crucial examination for medical aspirants across India, has been mired in controversy this year. From allegations of paper leaks to discrepancies in question papers, the integrity of the exam has been called into question. Despite the National Testing Agency’s (NTA) efforts to address these issues, the fallout has led to widespread concern among students, parents, and educators alike. This article delves into the key controversies surrounding NEET 2024, the official responses, and the broader implications for the future of standardized testing in India.
BACKGROUND
THE NTA (NATIONAL TESTING AGENCY) HAS BEEN ESTABLISHED AS A PREMIER, SPECIALIST, AUTONOMOUS AND SELF- SUSTAINED TESTING ORGANISATION TO CONDUCT ENTRANCE EXAMINATION FOR ADMISSION IN HIGHER EDUCATIONAL INSTITUTIONS. THEY CONDUCT VARIOUS TOP LEVELS EXAMINATION LIKE JEE(ENGINERING), NEET (MEDICAL ENTRANCE TEST) ETC.
BUT WHY WE ARE TALKING ABOUT NTA TODAY?
WELL, On June 4, 2024, as the nation eagerly awaited the outcome of the Lok Sabha elections and speculated about the next political leader and ruling party, the National Testing Agency (NTA) made a significant announcement at 5:30 PM. The results of the NEET (UG) 2024 were officially declared, bringing a wave of excitement and anticipation for the aspirants. NEET, known for its rigorous standards, is not only one of the toughest exams in India but also one of the most challenging globally. The timing of this announcement added to the overwhelming day for NEET aspirants across the country.
This year, a historic achievement was recorded: 67 students achieved the perfect score of 720/720, a feat never seen before in the history of NEET. Additionally, several students scored exceptionally high marks, with scores of 718 and 719, which are almost unprecedented due to the stringent scoring criteria. The sheer number of top scorers has left many astonished, as such scores are typically extremely rare.
MARKING CRITERIA:
4 MARKS FOR EACH CORRECT ANSWER
0 MARKS FOR UNATTEMPTED QUESTION
-1 MARKS FOR EACH INCORRECT ANSWER (NEGATIVE MARKING)
ACCORDING TO THIS IF WHOLE QUESTION PAPER IS ATTEMTED AND EACH AND EVERY QUESTION IS CORRECT STUDENT WILL GET 720 MARKS
IF ONE QUESTION IS UNATTEMPTED STUDENTS WILL GET 716 MARKS
AND IF WHOLE PAPER IS ATTEMPTED AND 1 QUESTION IS INCORRECT ONE WILL GET 715 MARKS
HOWEVER, IN 2024 STUDENTS RANKED AT 68 AND 69 HAVE GOT 719 AND 718 RESPECTIVELY.
THIS WAS ONE OF THE MAIN QUESTIONS RAISED AGAINST NTA THAT HOW IS THIS POSSIBLE?
IN DEFENCE NTA SAID THE SOME STUDENTS GOT GRACE MARKING BECAUSE THEY RAISED QUESTION IN SC AND FILLED PITTION ABOUT RAISING CONCERNS OF LOSS OF TIME DURING THE CONDUCT OF THE EXAMINATIONON 05.05.2024, SO WE GAVE GRACE MARKING TO THOSE STUDENTS WITH, THE HELP OF NORMALISATION FORMULA
BUT MAIN QUESTION IS THAT THE NORMALISATION FORMULA THEY ARE TALKING ABOUT IS NOT TRANSPARENT NO ONE HAVE ANY IDEA HOW MANY STUDENTS HAVE GOT GRACE MARKING? HOW MUCH GRACE MARKS HAVE THEY GOT? WHAT WAS THE ACTUAL MARKS AND RANKS OF THE STUDENTS WHO GOT GRACE MARKING? THE STUDENTS WHO GOT GRACE MARKING WERE 700 MARKS SCORER OR 600?
NOW THE ANOTHER QUESTION IS WHAT ABOUT THOSE STUDENTS WHO ALSO SUFFERED SAME PROBLEM BUT DUE TO SOME REASON NOT ABLE TO FILE THE PETITION?
NOW IF 600 SCORERS GOT GRACE MARKING AND GOT SKYROCKETED TO DIRECT 720, IS IT FAIR TO THE STUDENTS WHO ARE ACTUALLY SCORING 680,685,690 MARKS AND SO ON.
SO, WHAT SHOULD WE DO CELEBRATE THIS RIGHT BECAUSE OUR FUTURE GENRATION IS REALLY VERY SMART AND GENIUS AS THEY GOT FULL MARKS IN SUCH ONE OF THE TOUGHEST EXAMS OR SOMETHING LEFT TO REVEAL?
ISSUSES RAISED AGAINST NTA
- As soon as the NEET 2024 exam concluded AND ON 4 June when result declared, reports emerged on social media claiming that the question paper had been leaked prior to the exam. These allegations quickly gained traction, leading to significant anxiety among the examinees and their families. However, the NTA swiftly denied these claims, labeling them as that strict measures were in place to prevent such incidents
FACTS:
- THERE ARE FULL MARKS OF MORE THAN 50+ STUDENTS
- MORE THAN 10+ STUDENTS WHO GOT FULL MARKS HAVE SAME CENTER
2. DISCREPANCIES IN QUETION PAPER
In the NEET 2024 examination, a significant issue emerged at a testing center in Rajasthan where candidates received incorrect question papers. This mistake caused substantial confusion and distress among the students. Specifically, the affected students were provided with a set of questions that did not correspond to the official NEET 2024 paper, which they were supposed to answer.
FACTS:
- For instance, according to multiple reports and student testimonies shared on social media and various news platforms, students at the center were given question papers that contained a different set of questions compared to the official NEET question paper distributed nationwide. This led to widespread frustration and panic, with many students and parents voicing their concerns online and through official complaint channels.
SAME CENTER/ NO SURNAME
THERE IS A LOTS OF STUDENTS WHO SHARE THIS PICTURE IN VARIOUS SOCIAL MEDIA PLATFORM AND ASKED QUESTION LETS, UNDERSTAND THIS ONE-
HOW ALL THE STUDENTS GOT RANK-1 HAVE SAME CENTER IS IT POSSIBEL?
ISIN’T WEIRD THAT EVERY STUDENT RANKED AIR 1 FROM SAME STATE CENTER HAVE NO SURNAME AT ALL? THATS A BIG COINCIDENCE WHATS YOUR VIEWPOINT ABOUT THIS?
INTER-SE-MERIT OF CANDIDATES FOR TIE BREAKING:
THIS POINT SUGGEST IF TWO STUDENTS GOT EQUAL MARKS THEN WHOM TO GAVE PREFERENCE
NOW, THERE IS 67 STUDENTS WHO GET FULL MARKS HERE POINT 4 COME INTO ROLL ” DRAW OF LOTS” IS IT FAIR TO ALL THE AIR’S? WHATS YOUR VIEWPOINT?
PREVIOUS INCIDENTS
A similar issue of discrepancies in question papers occurred during the NEET 2021 examination. In that instance, there were reports of question paper mix-ups at multiple examination centers across different states. For example, candidates in Kerala received Hindi question papers instead of the requested English ones, leading to significant confusion and distress among the test-takers
Incidents of discrepancies and errors in examination papers are not uncommon in India, affecting various major exams including the JEE and UPSC. For instance, in the UPSC Civil Services Preliminary Examination of 2017, a group of aspirants moved the Supreme Court, claiming that the questions were ambiguous and non-transparent.
Despite dismissing their plea, this incident led to the introduction of the Online Question Paper Representation Portal (QPRep), enabling candidates to submit their grievances about the questions within a specified time frame.
Legal Framework’s
To prevent discrepancies and errors in major examinations like NEET, JEE, and UPSC, several laws and judiciary actions have been implemented in India.
JUDICIAL INTERVENTION
- Supreme Court and High Court Rulings:
- The judiciary has played a crucial role in addressing examination discrepancies. For instance, the Supreme Court and various High Courts have often intervened in cases of examination malpractice, ordering re-examinations or annulments of flawed exams.
- In the case of NEET 2017, the Supreme Court directed the CBSE to set up a grievance redressal mechanism for students affected by errors in question papers or other discrepancies.
2 Judicial Orders for Establishing Protocols:
- Courts have directed examination bodies like the NTA and UPSC to implement more stringent protocols and transparency measures. For instance, following the NEET 2017 issue, the court emphasized the need for a robust online grievance redressal system to handle complaints efficiently.
GOVERMENT MEAURES AND POLICIES
Standard Operating Procedures (SOPs):
Examination bodies must follow strict SOPs to prevent errors and malpractices. These SOPs include rigorous checks at various stages of the examination process, from paper setting to distribution and evaluation.
Online Grievance Redressal Mechanism:
- The Online Question Paper Representation Portal (QPRep) allows candidates to submit grievances regarding question papers. This portal ensures that any issues are addressed promptly and transparently.
Introduction of CCTV Surveillance and Biometric Attendance:
- Many examination centers now equip themselves with CCTV surveillance and require biometric attendance to curb malpractices, ensuring that the right candidates take the exams and reducing the chances of impersonation or unfair practices.
PROPOSED REFORMS
National Testing Agency (NTA) Reforms:
- The NTA has been working on reforms to enhance the security and fairness of national examinations. This includes using encrypted digital formats for question papers, secure transmission methods, and multiple sets of question papers to prevent leaks and ensure fairness.
Legislative Proposals:
These combined efforts of legal provisions, judiciary actions, and administrative reforms aim to ensure the integrity and fairness of national examinations in India.
HOWEVER, THE PUBLIC EXAMINATION (PREVENTION OF UNFAIR MEANS) BILL, 2024 WAS INTRODUCED IN LOK SABHA ON FEBRURAY 5, 2024. THE BILL SEEKS TO PREVENT USE OF UNFAIR MEANS IN PUBLIC EXAMINATION.
CONCLUSION
ALL THESE STUDENTS AND CONCERNED INDIVIDUAL ONLY WANT FROM NTA IS ”ANSWER”AND “JUSTICE”, ALL WE WANT IS NTA TO ASSURE US THAT DESERVING STUDENTS ARE NOT FACING ANY INJUSTICE BECAUSE WE ALL KNOW A STUDENT SCORING ABOVE 640-650 MARKS IS A DESRVING CANDIDATE AND THAT STUDENT DO DESERVE ATLEATS A SEAT IN NORMAL GMCs.
IS NTA GONNA ANSWER AND BE FAIR TO EVERY NEET CANDIDATE OR “4 JUNE 2024” IS GONNA BE THE BLACK DAY FOR 2024 NEET ASPIRANTS.
