
The University Grants Commission (UGC) has debarred / banned three universities in Rajasthan from enrolling new PhD students for five years.
The ban is effective from the academic year 2025-26 to 2029-30. The UGC has also directed the universities to stop enrolling new PhD students immediately.
Why the ban?
- The UGC’s Standing Committee found that the universities violated the UGC’s PhD regulations and academic norms.
- The universities were given an opportunity to explain their shortcomings, but the UGC deemed their responses unsatisfactory.
Impact of the ban
- The PhDs awarded by these universities will not be considered valid for higher education and employment.
- Prospective students and parents are advised not to take admission in the PhD program offered by these universities.
UGC’s stance
The University Grants Commission (UGC) has debarred three private universities in Rajasthan—OPJS University in Churu, Sunrise University in Alwar, and Singhania University in Jhunjhunu—from enrolling PhD students for five years, covering academic sessions 2025-26 to 2029-30. This action was taken due to violations of UGC’s PhD regulations and academic norms.

Despite being given opportunities to explain, their responses were unsatisfactory, leading to the decision to bar them from enrolling PhD students. The UGC has directed these institutions to immediately cease PhD admissions and has advised prospective students and parents against enrolling in their PhD programs, as such degrees will not be recognised for higher education or employment.
UGC Chairman M. Jagadesh Kumar emphasised the importance of maintaining high standards in PhD programs and indicated that the UGC is assessing the quality of PhD offerings in other universities. He stated that appropriate actions will be taken against institutions failing to adhere to UGC’s PhD regulations to ensure the integrity and global reputation of Indian higher education remain uncompromised.
This move underscores the UGC’s commitment to upholding rigorous academic standards and serves as a warning to other institutions about the consequences of non-compliance.
The universities are:
- OPJS University in Churu,
- Sunrise University in Alwar, and
- Singhania University in Jhunjhunu.
